Our Vision

Acts 12:7-9, And, behold, the angel of the Lord came upon him, and a light shined in the prison: and he smote Peter on the side, and raised him up, saying, Arise up quickly. And his chains fell off his hands. And the angel said unto him, Gird thyself, and bind thy sandals. And so he did. And he saith unto him, Cast thy garment about thee, and follow me. About Our Church

On April 15, 1990, Apostle Moore began his first ministry in the basement of his home with just three members. In July 1991, God blessed Apostle Moore and the Greater Refuge Ministries family to relocate to 7929 Old Branch Avenue in Clinton, Maryland.

It was there the Lord gave Apostle Moore the vision of building a new church home. In 2005, God brought the vision to fruition and Great Refuge moved into it's current edifice located at 9510 Piscataway Road in Clinton, Maryland.


Isaiah 52:7, How beautiful upon the mountains are the feet of him that bringeth good tidings of good, that publisheth salvation; that saith unto Zion, Thy God reigneth! (KJV).

Mission: To use every God-given tool, resource and opportunity to share the agape love of God and “The Good News of Salvation” throughout the community and surrounding communities in the Maryland region.


2 Timothy 3:16, All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: (KJV).

Psalm 32:8, I will instruct thee and teach thee in the way which thou shalt go: I will guide thee with mine eye (KJV).

Mission: To provide biblically-sound and Christ-centered teaching that will promote healthy lifestyles, relationships, and well-rounded disciples.


Psalm 1:1-3, Blessed is the man that walketh not in the counsel of the ungodly, nor standeth in the way of sinners, nor sitteth in the seat of the scornful. But his delight is in the law of the Lord; and in his law doth he meditate day and night. And he shall be like a tree planted by the rivers of water, that bringeth forth his fruit in his season; his leaf also shall not wither; and whatsoever he doeth shall prosper. (KJV).

Mission: To provide biblical, Christ-centered counseling to individuals, groups, and families that focus on but not limited to pre-marital, marital, family, and general. In addition, this ministry also specializes in Crisis & Trauma counseling, ranging from but not limited to suicide (behavior), mental health crisis, health-related, grief and depression.

Healing & Deliverance

Isaiah 61:1-3, The Spirit of the Lord  God is upon me; because the Lord hath anointed me to preach good tidings unto the meek; he hath sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound; To proclaim the acceptable year of the Lord, and the day of vengeance of our God; to comfort all that mourn; To appoint unto them that mourn in Zion, to give unto them beauty for ashes, the oil of joy for mourning, the garment of praise for the spirit of heaviness; that they might be called trees of righteousness, the planting of the Lord, that he might be glorified. (KJV).

Mission: To establish a safe environment where God’s people can experience healing and deliverance in their mind, body and spirit from various cycles of addiction and destructive behaviors. Through sound biblical teaching, preaching, and counseling, God’s people can be renewed, restored, revived, refreshed and redeemed.


Ministers in the Counseling ministry are not licensed or professional counselors. However, their credentials vary based on background, life experience, and education. All counseling is led and guided by the Holy Spirit.
